Barrack Obama stunned some observers last week by refusing to use the public campaign funds set aside for the general election.  He had previously stated he would not do so.  Now, campaign finance experts say that this points to the underlying problem in the current campaign funding environment and why serious reform is needed to promote a fair general election.  McCain denounces move.
