As Tropical Storm Fay moseys across Florida and heads towards the Gulf of Mexico for round 4, many experts wonder about the state of preparedness of the region for a storm.  Have any lessons been learned from the hurricanes of year's past?

President Bush has declared some areas disaster zones and made them eligible for Federal support, the local and state authorities have taken steps, too.  It is the local people that sometimes seem to not believe in the pending possibility of disaster.  Many have the "it won't happen to me" mentality.
